Reports to: Program Coordinator

 

Duration : One year Contract (renewal subject to availability of funds).

 

Location: Busia, Kenya.

 

BACKGROUND:

 

AICCAD in Partnership with HAC/A is implementing a 8-year Child Centered Community Development (CCCD) program in Nambale Sub County, Busia County since 2021. The organization therefore seeks to recruit a competent and highly motivated Monitoring and Evaluation (M&E) officer to support the organization in monitoring the project’s performance through using and maintaining sound M&E systems, databases and tools by ensuring they are functioning appropriately.

 

Position Summary

The Monitoring and Evaluation Officer will support the project in effective planning, implementation and reporting of monitoring, evaluation and learning related activities. S/He will be responsible for developing project related M&E systems, tracking performance indicators, development of data collection tools, data collection, analysis, and reporting. Additionally, provides accurate analysis and presentation of information to strengthen documentation of the project outcomes and impact.

 

Key Duties and Responsibilities:

  1. Ensures appropriate monitoring and evaluation systems for the project are in place and functioning satisfactorily.
  2. Develop M & E manuals as guided by the project thematic focus, detailing the planning for conducting the annual review and developing the annual report; developing annual work plans; and leading workshops on participatory impact assessments process monitoring and lessons learned.
  3. Guide the process of identifying or reviewing key indicators for projects, record and report physical progress against the planned results. This also includes the development of appropriate formats for recording and reporting data.
  4. Clarify the central information needs of the program management, the board, funding agency and key implementing partners.
  5. Set out the framework and procedures for evaluating program activities with stakeholders.
  6. Develop a plan for program related M & E capacity building and computer‐based support, where needed
  7. Organize and undertake training of program staff and representatives of key stakeholders, including primary beneficiaries, to strengthen their M & E skills, including participatory skills.
  8. Prepare reports of M & E findings
  9. Undertake regular visits to the field to ensure implementation of M & E operations and identify where changes might be needed.
  10. Ensure that monitoring data are discussed in the appropriate forum in a timely fashion in terms of implications for future programming.
  11. Document and facilitate internal and external dissemination/sharing of research findings, case studies, best practices, and lessons learnt.
  12. Undertake Data Quality Audits (DQA) for quality and reliable information and decision making.
  13. Monitor project activities, outputs and progress towards the anticipated result and report on the findings.
  14. Support the Coordinator in the preparation of quarterly, bi-annual and annual progress reports.
  15. Undertake any other relevant tasks that may be assigned by the supervisor.

 

 

Qualifications and Experience

  • Bachelor degree in Project management /Community Development / social sciences or related discipline
  • Minimum of 3 years of experience performing similar roles preferably in an NGO setting.
  • Practical experience in project management is an added advantage

 

Competencies and Skills

  • Design: Familiarity with MAPP related MEAL system tools and components, an is an added advantage
  • Monitoring: Ability to implement monitoring activities including timely collection of quality data, facilitation of participatory reflection of monitoring data and submission of timely progress reports.
  • Evaluation: Ability to support project evaluations and reviews and to facilitate the use of evaluation results to inform decision making and enhance learning.
  • Accountability: Ability to ensure accountability to stakeholders through increased participation, transparent communication, responsive feedback mechanisms, and adherence to internal and external quality standards and requirements.
  • Learning: Ability to establish knowledge management and collaborative learning processes, generate evidence for project and programmatic learning that leads to action, decision making and influence.
  • Analysis and Critical thinking: Ability to engage with data, challenge biases and assumptions, pose thoughtful questions, pursue deeper understanding of evidence through reflection and perspective taking, and make informed programming decisions.
  • ICT: Ability to apply knowledge on ICT for opportune and accurate data collection, database management, conduct analysis and make information easily accessible.
  • Report writing and documentation: Has demonstrated ability in documentation and consolidation of reports

  • Remuneration will be according to the AICCAD salary scale and policies.
